Who should process working visa-POEA or applicant?

The agency hiring should process your visa. This is part of their responsibility.

As what myrobert said, the agency should be the one to process your visa. It is part of their responsibility. Your part is to provide them with the required, valid and legal documents. The only case wherein the worker is the one, who will process his own visa, is when you are considered direct hire (or known also as "Name Hire"). POEA is not processing visa. Instead, they are approving job orders and issuing exit clearances to OFW (i.e. OEC).
