How OFWs Can Refund The P550 Terminal Fee

 When Manila International Airport Authority or MIAA announced the inclusion of terminal fee in  plane tickets, OFWs raised their protest right away.  The terminal fee integration is supposed to start last October 1, 2014.  But Department of Transportation and Communication Secretary Joseph Emilio Abaya agreed to the postponement of the integration, re-scheduling it to November 1, 2014.


According to Section 22 of Republic Act No. 10022 or an act amending Republic Act No. 8042 other wise known as the “Migrant Workers and Overseas Filipinos Act of 1995”, “the migrant workers shall be exempt from the payment of travel tax and airport-fee upon proper showing of proof entitlement by the POEA”.


As such, OFWs are entitled for a refund of the terminal fee to be integrated by MIAA in their airplane tickets.  But how will the OFWs refund the terminal fee?


To facilitate the refund, OFWs claiming on the day of departure must present the following documents:


  • Airport copy of the Overseas Employment Contract or OEC.

  • Any of the following which shows the payment of the terminal fee – E-ticket, itinerary receipt with O.R. or invoice showing 'payment for terminal fee' with code “LI International.

  • Boarding pass 


If an OFW is to claim refund after the departure date at the MIAA Administration Building, he or she must present the following:


  • Duly accomplished International Passenger Service Charge or IPSC refund declaration form.

  • Copy of the OFWs passenger ticket.

  • Copy of itinerary receipt.

  • Copy of official receipt or invoice showing “payment for terminal fee” with the code “LI International”.

  • Original and copy of boarding pass.  If the original boarding pass cannot be presented, the following can be shown instead: 

  1.  Passport showing the OFWs identity and date of departure.

  2. Certificate from the air carrier of the departure date of the OFW.

               

But if an authorized representative is to claim the refund for the OFWs behalf on the date of departure, these should be presented:


  • Copy of the OFWs plane ticket

  • Itinerary receipt with O.R.

  • Invoice showing “payment for terminal fee” with code “LI International”

  • OFW's OEC airport copy

  • OFW's boarding pass

  • Valid government ID with photograph of the authorized representative.



Terminal fee refunds may be claimed at these offices:

  • NAIA terminals on the day of departure, 24 hours daily.

  • Collection Office, Ground Floor, MIAA Administration Bldg., MIA Road, Pasay City.  From 8am to 5pm, Monday thru Friday except holidays.
