Dr. Raymond E. Wilmarth, PhD founded Industrial Personnel and Management Services, Inc. (IPAMS) conceived in 1971 and incorporated in 1972 by a group of professionals in labor relations and personnel management fields. IPAMS is one of the country’s pioneer recruitment firms that provide professional counsel and assistance in labor relations, personnel management, and overseas and local manpower recruitment. It is also a consistent recipient of the POEA Award of Excellence and the first recruitment land-based agency in 2002 which the POEA granted a 10-year renewable license, instead of the normal four years given to land-based agencies. But there’s more from IPAMS that makes them different among other companies.

 

IPAMS, more than being recognized for its exemplary performance in propping up the Filipino in international success, also provides job opportunities for Filipinos overseas without asking them for any fees. Yes, IPAMS is absolutely a no-fee charging recruitment agency. The company firmly believes in upholding its principle of NO PLACEMENT FEES/PROCESSING FEES/SALARY DEDUCTIONS or CHARGES FOR ALL ITS WORLDWIDE RECRUITMENT. This golden rule started when the company was conceived in 1971 and until now, in more than 35 years of providing jobs to the Filipinos, this principle is still practiced by IPAMS.

How IPAMS started

The Industrial Personnel and Management Services, Inc. (IPAMS) deploys Filipino workers from executive, managerial, supervisory positions to specialized and technical work. When Dr. Wilmarth had retired from Caltex, Inc., he was asked to stay and be the company’s counselor for its Labor Relations and Industrial Relations. From this, Dr. Wilmarth set up Raymond E. Wilmarth & Associates on June 1, 1970, his own Industrial Relations Counseling Practice. He then established INDUSTRIAL PERSONNEL & MANAGEMENT SERVICES, INC. (IPAMS) in 1971, which he incorporated in 1972, and expanded the operations into overseas and local placement of executives. The Company then moved on to higher grounds globally with the placement of Filipino professionals in various fields of expertise, as well as handling Employee Relations and Re-Contracting Services.
