POEA Cancels Operation of Three Agencies

  Apr 8, 2013

The Philippine Overseas Employment Administration (POEA) has cancelled the licenses of three recruitment agencies for violation Section 2e of Rule I, Part VI of the POEA Rules and Regulations which prohibits an agency to submit misrepresentation of documents.

Upon investigation, POEA has found out agencies such as Greenback International Manpower, Realworld Corporation, and Al Miladi Manpower Services, Inc. for submitting false documentation narrating the real job description of their applicants.

Administrator Hans Leo Cacdac says that the penalty that they imposed to the agencies was due to committing three violations on the regulations of misrepresentation. He narrated two instances Greenback International Manpower submitted documents of workers for processing as food and room attendants, instead of domestic helpers as indicated in their individual work visas.

“Greenback, by providing information to the POEA different from what they contracted the workers for, has tried to avoid the stricter regulations on the deployment of Filipino household service workers,” Cacdac said.

The administrator also pointed another violation of Greenback. He said that the agency recruited an applicant to work as “beautician” but without the applicant’s knowledge, her documents were processed as “cleaner” by Realworld Corporation.

He noted that with this, Greenback has evidently connived with Realworld Corporation in giving false document of the complainant and providing fabricated information to POEA contrary to the real intention and work application made by the complainant.

Cacdac noted, “This is a clear case of “re-processing” which is prohibited under the POEA rules. The fact  that the applicant was transferred and therefore deployed by another agency is proof  enough of the absence of an available job

opening for the position she applied for with Greenback.”

Greenback International Manpower was also found to have processed the documents of

and deployed an unsuspecting applicant of Al Miladi Manpower Services, Inc.to work with

an employer registered to its name.
