No Jobs for Household Help in China

The Department of Foreign Affairs (DFA) issued a reminder to all Filipino workers to be cautious of unscrupulous individuals (Filipinos and foreigners) promising  jobs in China that offers attractive salary.

 

Many Filipinos have been victimized by illegal recruiters that promised deployment in cities of China like Shanghai. The unfortunate jobseekers find themselves either poorly paid, unemployed, or imprisoned for being caught working without the proper required visa.

 

Although China needs foreign workers to fill positions in the skilled, technical and professional job categories, there are no openings for domestic helpers. The government of China requires an authorization from the Municipal Labor and Social Security Bureau before a company/ establishment can hire foreign workers.

 

Likewise be aware that even if there are authentic job openings, not all institutions in China have the proper authorization required by the Chinese government. For example, even though English teachers are really needed, not all Chinese schools are allowed to hire foreign teachers.

 

Many cases of illegal recruitment and breaching of contract in China have something to do with schools without proper authorization. Some are unlicensed recruitment agencies who offer work to Filipino teachers through the internet or telephone.

 

A foreign worker with proper working documents in China holds a “Z” visa (working). To be issued a Z” visa (working) from the Chinese Embassy in Manila or the Chinese Consulates General in Cebu and Laoag, one must submit the following:

 

  • A Visa Notice issued by the Municipal Foreign Economic and Trade Commission or a appropriate Chinese government unit; and

  • An Alien Employment License (for those being hired by companies) issued by the Municipal Labor and Social Security Bureau.

This type of visa “Z” has only has 30-day validity. The holder is expected to go through residential formalities with the local public security bureau during the 1-month period so the hiring company could process the Alien Employment Permit. Only after getting the permit can the worker start working legally.

 

It is important to know that the Alien Employment Permit issued is only valid for a specified company only. The same permit cannot be used for employment in other companies.
