Labor Education for EPS-Korea Workers Signed

  Jul 23, 2008

A memorandum of understanding (MOU) was recently signed between Korea Labor Education Institute (KLEI), and the Philippine government agencies, Department of Labor and Employment (DOLE) and the Philippine Overseas Employment Administration (POEA).

One of the provisions stated in the said MOU is the creation and promotion of labor education program for the Employment Permit System (EPS)-Korea workers. The MOU was signed by DOLE Undersecretary Luzviminda Padilla, Baldoz, and KLEI President Han Seung Sun at the POEA office last May 2.

According to POEA Chief, Rosalinda Baldoz said the program would prevent misunderstanding and disagreements between overseas Filipino workers (OFWs) and the Korean employers.

Filipino workers bound to Korea need to learn about occupational safety and health, and gain knowledge about the labor policies of Korean labor laws such as the Labor Standards Act, Minimum Wage Act, and the Foreign Employment Act.

The International Labor Organization (ILO) recognized the need to start the dissemination of knowledge during the pre-departure training. Cooperation in the fields of information exchange, research, and capacity building are also specified in the MOU.

As of this writing, a number of seminars on occupational safety and health and Korean labor laws were already conducted by the KLEI for Filipino community leaders currently employed in Korea under the EPS. This was done with the help of Philippine Embassy in Seoul.
